Micro instances provide 613 MB of memory and support 32-bit and 64-bit platforms on both Linux and Windows. Micro instance pricing for On-Demand instances starts at $0.02 per hour for Linux and $0.03 per hour for Windows.
Micro instances can be reserved for $82 per year with a usage charge of $0.007 per hour. With a fair amount of bandwidth and storage that would make a pretty capable cloud server for less than $10 per month.
I can think of several applications that could be competitive at that kind of cost.
Amazons EBS storage is supposed to be very reliable.
