Is ntpdate sufficent to set the clock at boot, or should I just go ahead and install the server also ? On spot accuracy is not necessary, just sync when I boot is good enough.

The server is if you want to have other computers look to that machine to set their clocks. Usually only large labs use the server. Imagine if the 3000+ Linux boxes that Google has went out to 1 server every few hours to check the time. :o
