WINE can run Windows PE (.exe) binaries. But only a subset of all programs work, since the Win32 API is not fully implemented. For more information, see:

There is Xandros that comes in a version including CrossoverOffice. With COO you can run quite a lot of Windows Programs, some of which are fully certified to enroll their full potential. Just check the list on the COO homepage. Apart from the programs listed, it did well on Endnote4 and Origin 6.1G here with me, and certainly runs some more that are not certified.
For games there is Cedega, but to my knowledge it is not included in any Distribution by default.

Nope. See www.codeweavers.com
They charge 40$ for their Standard and 70$ for their Pro edition. But if you have a valid copy of Photoshop7 for example the money may be very well spent.
Other than that, you can always try to use wine www.winehq.com it is the basis for COO ond COO regularly gives the own code back to wine. With wine you can also get quite a lot of *.exe's running.
For games there is Cedega, they allegedly do not give thier own implementations back.

P.S.: please do not feel offended, but sometimes your posts are hard to decipher ...
Thanks Benjaminq,
Is that price just for Crossover or does it include Xandros OS?

Just CrossOver Office. But I would recommend it to anyone who wants to run one of their supported programs. CXOffice is very fast (the speed feels native), integrates very well (both on the file and printer side), and the Codeweavers contributes a lot of code to the WINE project. So, effectively, buying CXOffice is a donation to WINE. I have been a customer of them since, I guess, 2002, and I am very happy with it.
