One can easily/freely create channels on Freenode if it is opensource-related. I can do the registration/admin work, since I have done it a dozen times. Let me know, and I'll do the legwork :).

There are a ton of IRC networks out there with good channel/ nick protection, great services and lots of servers. Many also accepts bots as long as they are playing nice. I'm running a channel on a public network that's only accessible for members of a website. So I simply wrote a bot that asks everyone that joins for their username/ password, checks with the sites database and grants/ deny access. Much much easier than running a private server that's constantly being attacked (there is a reason so many providers don't allow IRC on their network)
